The Bundeswehr Concept

The Bundeswehr Concept is a long-term policy directive which constitutes the capstone document in the overall concept of Germany's military defense. It describes the way the Bundeswehr accomplishes the mission and tasks laid down in the Defense Policy Guidelines. It sets out the contexts and principles on which the Bundeswehr's further conceptual work and planning activities are to be based.

In this, it is important for the Bundeswehr to provide for internal adaptability and adequate latitude to serve the goal of long-term security. In the interest of brevity, the Bundeswehr Concept does not include detailed provisions, with the specifics to be covered in sub-concepts.

With due consideration of mission requirements, the Bundeswehr Concept takes a holistic view of the tasks to be accomplished by the Bundeswehr. On this basis, the Bundeswehr Concept stipulates the parameters for shaping the prioritized capability profile and other action areas. Finally, it provides guidelines that serve as an orientation for planning and implementation.

The overarching goal is to maintain the operational and alliance capabilities of the German armed forces at a level commensurate with Germany's stature as a partner in alliances and to ensure that the armed forces supply the capabilities laid down in the specified national objectives of the Defense Policy Guidelines.
